Planning and Zoning Public Meeting Agenda Change
The April 7 Planning and Zoning public meeting agenda will no longer contain the Cannabis Dispensary Conditional Use Permit agenda item. We will determine a rescheduled date for this item in the future.
Comprehensive Plan
The Comprehensive Plan is a general plan for Apache County that anticipates future growth and outlines “coordinated, adjusted, and harmonious development” of the county. The plan acts as an “aid to the county Planning and Zoning commission and to the Board of Supervisors in the performance of their duties.” ARS 11-804.A
The Planning and Zoning Commission is tasked with formulating the plan. After the Commission recommends a final draft at a public hearing, the Board of Supervisors can adopt the plan and make any changes it deems necessary.

Community Plan
Community plans address the specific and unique needs of each community and are incorporated into the Comprehensive Plan.

Board of Adjustment and Appeals (BOAA)
The BOAA consists of three to five members who serve four-year terms without compensation. The board’s duties include the following:
- Decide on appeals proposing a variance to the terms of the Zoning Ordinance
- Interpret the Zoning Ordinance when its meaning is in doubt, there is a dispute between the appellant and enforcing officer, or the the location of a district boundary is in doubt

Planning and Zoning Commission
Planning and Zoning Commission (P&Z) consists of nine members who serve four-year terms without compensation. P&Z is responsible for drafting and amending regulations related to land use planning, zoning, land subdivision, and construction permitting, which include the following:
- Creating, recommending, and amending a Comprehensive Plan
- Developing the Zoning Ordinance
- Developing and adopting regulations governing the division of land
- Reviewing applications for subdivisions, zone changes, and conditional use permits
P&Z Commission Meetings
The Commission usually holds meetings the first Thursday of every month at 1:00 p.m. in the Board of Supervisors room, Apache County Annex Building, 75 West Cleveland, St. Johns, Arizona.
We post notices and agendas for all meetings at least 24 hours prior at the County Courthouse, County Annex Building in St. Johns, Arizona, and on our Public Notices page.
